Rajouter implies adding on top of something already present, giving it a sense of 'to add yet more'. It is often interchangeable with ajouter, but rajouter carries a nuance of repetition or excess: il en rajoute (colloquial) means 'he's exaggerating' or 'laying it on thick'.
