Quoi is the stressed, standalone 'what' — used after prepositions, as a blunt quoi ? when you didn't catch something, and at sentence-end as the very French verbal shrug ..., quoi. It anchors the casual greeting quoi de neuf ? (what's new?) and the reply il n'y a pas de quoi (don't mention it).
