Costumer means to dress someone (or oneself, as se costumer) in a costume or fancy-dress outfit. The noun costume means both a theatrical costume and, in everyday French, a man's suit. Un bal costumé is a costume ball or masquerade. The person who makes theatrical costumes is le/la costumier/costumière.
